The water cubes were below the copper and tin. I was able to select one water (the one on the right), but when I tried to move my mouse cursor to the one on the left the items in the province shrunk (zoomed out). Now my mouse was below and to the left of these cubes. At the moment I tried to select the lower left water, the items in the province grew (zoomed in). Now my mouse was above and to the right of the water I wanted.

I tried moving very slowly - the resizing would happen JUST before my mouse cursor reached the corner of the cube I wanted. I tried resizing the screen, to no avail.

So I chose a different water elsewhere on the board.
