By using the Construction Discount one player should pay one less card to place a tile.
In the reported table/move I had 3 red cards and selected a 3-square red tile. I also had Construction Discount available but did not use it.
After my move I only spent 2 red cards.
The same happened again in move 113, 119 until in move 133 I used Construction Discount for a green tile that was charged correctly.
Please note in move 133 the game would prevent me placing the tile without using the Discount. -

Thanks for taking the time to leave feedback!
After reviewing the replay, I believe this is all functioning correctly.
You're correct that the construction discount ability knocks off the cost of one card. However, there is a second way to reduce the cost of a facade tile - by playing it adjacent to another tile of the same color already on your player board.
I'd invite you to play around with this and see what strategies you can cook up with it. Should you try to gobble up all of one color and deny your opponents? Or maybe leave open gaps in your board to try and maximize opportunities for this bonus.
Particularly cool is how the Construction Discount and adjacent discount work together... say on a 2 square piece...
I'm going to close this as not a bug, but feel free to leave more info if I misunderstood.
