I played the card "Commerical Sailing Ship" which has the text "Sell clay for 4 gold each". Once played the interface only gave me the option to sell my wheat for gold. I had 4 clay and 7 wheat. It gave me the option to sell up to 7 wheat.

This not a bug but your not understanding the flow of card resolution.
When you play a card, it goes to the top of the corresponding column on your player board, and then *all* cards in that column are activated, one at a time, from bottom to top - therefore ending with the card you just played.
In this case, you already had a Commercial Sailing Ship for selling wheat, so when you play the one for clay, you first get the option of selling wheat, and then you will get to sell clay.
