Ideally I think on mobile I would be able to click the source tile, then click the destination area, and then have rotate/move arrows off to the side ala Railroad Ink to adjust it.

Of course for cases where a tile is placed on the edge of a board like this, there would need to be enough margin for the buttons. Depending on how hard dragging without being laggy is on mobile phones, these buttons could work:
Left
Right
Up
Down
Rotate left (upper left of tile?)
Rotate right (upper right of tile?)
Flip (maybe above the up button? ONLY matters for blue special tiles, shouldn't ever be rendered otherwise)
