The current BGA How to Play text for Tuna License is "During the Draw phase, the Tuna license allows the player to discard any card in their hand and gives a draw bonus." This made me think I had to discard a card to trigger an ability to draw 2 cards, but then that never triggered.

I think it would be clearer as "During the Draw phase (V), Tuna licenses enable the owner to keep and/or draw additional cards. Additionally, during the Draw phase the owner may discard *any* card in hand to meet the draw/keep allowance of the phase."
