On last turn of the game, I wanted to go to the dock from the port (or maybe the port from the dock), but to do so, I had to pay to move through an opponent's president, so the interface asked me to trace the route I was taking (to know which president to pay). I did, and included the target tile in that trace. It moved me to one short of the dock (to the fishing ground)
