История на докладванията
Those are not errors but warning messages and the behaviour is the expected one. You created an area of 10 cells with the last remaining canals. As Calpullis 6, 6 and 4 can't be placed any more, they are removed from the game. Then, you can't found the size 10 district because you don't have your Pilli Mexica there, just move it to the district and you will be able to found it.
