Play continued to the next hotseat player but never gave me a chance to spend symbols during that roll afterwards.

Potential solution: In hotseat mode only, change how the roll interface works by adding "ask [playerName]" buttons that can switch to that player's turn. A player that might want to spend symbols during the roll later but not right away could then click the "ask" button to have that other player make decisions on spending symbols during the roll first.
