This is true in basically every other game on the platform as well.
quote "I have to follow the rulebook, and if an effect is not applyable, you can't ignore it"
The developer interprets the rulebook to work as currently coded. I would argue the rulebook is somewhat vague about the active effect rules, but Eric Hong has confirmed that it should work as you describe.
