I played the Level 3 conduit tech tile to build a level 5 conduit, which therefore generated 10 energy. Due to the -3 contract discount of France's special ability, which I had unlocked as I had already built all 4 powerhouses, I should have been able to complete the remaining 13 energy global contract. However, it did not offer me to complete any contracts at all. I did not have any other unfulfilled contracts in my inventory at the time.

The game did not offer me any option to complete any contract. The tooltip of the level 3 conduit tech tile did confirm that this energy can be used to complete a contract (as per the rules). The game only moved me 10 on the energy track.

I restarted the turn and tried the action multiple times. In the end, I decided to do another action, as this action, which would have given me the most points if it worked correctly, was not working correctly.
