There was no response from the game interface - it simply did not perform the action. However, very strangely, at turn 210 after completion of a Captain phase, I was told that I could move colonists from my guest house even though I had no shipping improvement and there was no point to any transfer. I took advantage of this turn 210 opportunity to move colonists to the small market and hacienda in case I wanted to use them before the next Mayor phase.
