I bought Landscaping Office, expecting to be able to remove some of my sand pits in exchange for sand/clay. In order to pay for the building, I first activated one of my building abilities, then bought the building, then (unexpectedly) it did not prompt me to clear any sand pits (or even prompt me to pass), it just prompted me to confirm.

Using the Landscaping Office has worked for me in the past. I suspect it had something to do with using a building action after clicking on the bottom row 'build' action, but before actually building.
