But according to game designer Adam Rehberg in BGG, this is incorrect interpretation of the rule.

and more especially the second sentence in this extract:
"2.)Energy current on the planet does count toward energy terrain at the end of the game.
Energy current on the planet does not count toward completed rows and columns at the end of the game. Energy current on the planet does count toward energy terrain at the end of the game for terrain based objectives."
