2 badly needed fixes here in this 1 report.
Issue 1. When snapping 2 tiles that have a circle in it to pick up a rancher/cowboy, the game doesn't allow you to choose which tile to apply first. In my case, in my game, I wanted my bottom tile to have the cow thief first and then my top tile to have the cowboy to move the cow I just stole. I needed the cow in the bottom tile because it was shorter by 1 movement into my largest territory that was also protected by a rancher. The game just assumed the tile furthest North was the tile to start the game of play. An option of clicking the rancher and then clicking which tile to place the rancher on is missing and defeats the entire game rules. I checked against the rule book. I could not find any rule that stated I had to play one rancher before the other or one positioned tile before the other if I placed 2 circle tiles in 1 move. This actually hurt the game play and strategy quite a bit and I took many screenshots to show how the cows were impacted. I could only move 1 cow to my green area when I could have been able to move 2 cows to my green area. I had 9 tiles so that would have been a massive scoring had the rules worked properly. I don't think this is a "bug" but rather a section of missing code to deal with this specific scenario. I think it can happen commonly enough that it needs a fix.
My 2nd issue is minor but not worth opening a second bug report. In the same screen shots I am uploading, look at the meeples against the tile backdrops. They blend right in and you can't see them. They blend in so well that we thought BGA froze several times. The green meeple on a dark green background and the white meeple on the tan background don't work well. Even the tag color meeple in the player panel makes my user name look as if it disappeared entirely. Maybe change the RGB values of the meepls slightly to fix the issue. Or perhaps, instead of putting the meeple on the tile to rather put the meeple beside the tile. I know some of the tiles highlight blue to show selection choices but it's too subtle with the shadowing effect. Anyone with color blindness issues will struggle to play this game. I have great eye sight and I struggled with it. I was thinking stripes, poka dots, or cowboy hats on the meeples might help. Some games have a shape overlay to help with visuals. I can't open the table to record which turn that it happened but I took multiple screen shots to show what's happening. Column 2, row 3 forced me to play first before Column 2, row 2. My thief and cowboy are reversed because I had no way of indicating I wanted thief in the other location. It started with the Column 2, row 3 tile every time. I had to do the thief before the cowboy because I can't move a cow I don't have first. Therefore, I was prevented from making a legal move.
As for the color issue problem, look at the screen shots and see if you can find the meeple. It will feel like where's Waldo. :-) Red meeple on pink background doesn't work. My user name tan color can't be seen in player panel. White meeple on brown wasn't the easiest to see according to my opponent. Green Meeple on dark Green tile was egregious. He might as well be a chameleon.

They blend in so well that we thought BGA froze several times. The green meeple on a dark green background and the white meeple on the tan background don't work well. Even the tag color meeple in the player panel makes my user name look as if it disappeared entirely. Maybe change the RGB values of the meepls slightly to fix the issue. Or perhaps, instead of putting the meeple on the tile to rather put the meeple beside the tile. I know some of the tiles highlight blue to show selection choices but it's too subtle with the shadowing effect. Anyone with color blindness issues will struggle to play this game. I have great eye sight and I struggled with it. I was thinking stripes, poka dots, or cowboy hats on the meeples might help. Some games have a shape overlay to help with visuals. Should be a pretty easy thing to fix. • Какъв е вашия браузър?

Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
